DC has assumed all the cuts must be to operations. However, since Congress does not distinguish between operating and capital budget authority, Bowser could delay capital projects to reach the FY2024 mark. That would make it possible to meet the Congressional blackmail edict without harming operations.
I think the Mayor should send an abject apology to the Members and Staff of the Congress explaining to them that, due to budget cuts, emergency responses to calls for help from the Capitol, Federal Government Offices, and even the Potomac River, may be slow. Also, pothole repair, graffiti removal, trash collection, street and traffic light maintenance, etc. So sorry......
